Dr. José Rafael Gomez is a distinguished leader with over 30 years of international experience in both public and private sectors. He holds a PhD in Finance, a Doctorate in International Finance from the Russian Federation, and a Business Administration degree from Georgetown University in Washington, D.C. Dr. Gomez has served as Vice Chairman of Tecnoconsult since 2009, contributing to the successful delivery of over 2,000 projects in design, engineering, procurement, project management, and construction across various industries.

As Co-Chairman of Excel Guyana Inc., he oversees strategic partnerships with international firms, leveraging his expertise in creating consortiums and structuring project finance to drive growth and innovation.
